TAF was founded in May 2006 as a Civil Society based umbrella Organization, as to co-ordinate the multiplicity of Civil Society Organization (CSO) networks and organizations. TAF was formed in order to reduce the lack of coordination, the inability to learn of the AIDS Service Organizations in Tanzania. Its aim is the sharing of knowledge and experience of them and furthermore to create the opportunity to speak with one voice to the national and international community. Currently TAF is the only forum for AIDS and health actors in Tanzania.

The forum was initiated by key international and national NGOs (like Human Development Trust, Care International, Youth Action Volunteer, CONCERN, and Policy Project) and supported by the Tanzania commission for HIV and AIDS, UNAIDS, UNDP and others key development partner embrace TAF in their work.
Beyond, TAF is a member of the Eastern Africa National Networks of AIDS Service Or-ganization (EANNASO) which is a regional network of CSOs fighting HIV and AIDS in Eastern Africa.
